It draws on council-meeting minutes, approved budgets and completed works, so when someone asks about their street they get verifiable data, not promises.
From all those conversations the system builds an aggregate, anonymous picture: which topics worry people, which neighborhoods feel the pressure, how the mood shifts over time. It never stores what a specific person thinks. And it can’t: identity and analysis live in two separate databases that share no key, so asking “what does this phone number think” isn’t forbidden, it simply has nowhere to exist.
With that listening, the team runs general communication, the same for everyone, tuned by what truly matters at each moment. No chasing anyone by their ideology: a broad message, and let the platform optimize who it reaches, without seeding political audiences.
Use scenarios (projections, not results):
- Complaints about cleaning rise in aggregate in one neighborhood: the team prioritizes the area and communicates the plan before the problem grows.
- A resident asks about a stalled project: the bot answers with the minutes and the budget line.
